Seaside man sentenced for rape

A 19-year-old Seaside man was sentenced to five years probation after pleading guilty to raping a girl under the age of 16.

Devlin Diego Stricklin pleaded guilty last week in Clatsop County Circuit Court to third-degree rape, a class C felony.

In addition to probation, Stricklin was sentenced to 120 days in jail with credit for time already served and ordered to have no contact with the victim or minors.

He must also register as a sex offender, complete sex offender treatment and pay a $1,000 compensatory fine.

In April, Stricklin was indicted on charges of first and third-degree rape from incidents that occurred in August 2014. The first-degree rape charge, which was dropped as part Stricklin’s plea agreement, claimed the girl was “incapable of consent by reason of mental incapacitation.”

Mental incapacitation includes mental illness, being under anesthesia, or more commonly, being intoxicated by drugs or alcohol, according to the District Attorney’s Office.

The Clatsop County Sheriff’s Office arrested Stricklin on the charges in April, and he was held in custody on $500,000 bail.

Stricklin, who was represented by defense lawyer Kirk Wintermute, appeared in court Friday to enter his guilty plea and accept his sentence.
