Seaside City Council members mull ward system

SEASIDE – The Seaside City Council met Monday to review the city’s charter.
Discussion focused on a chapter about the form of government, which states that councilors will be elected from wards within the city and must reside in the ward they represent.
Councilors agreed that there may be some growth in the wards, particularly those on the east side. They will ask the city engineering department to conduct a census to determine if ward boundaries need to be changed to equalize population, Mayor Don Larson said.
Larson said that charter review is one of the council’s 2003-04 goals. No changes can be made to the city’s charter without the vote of the people.
According to the charter, one councilor is elected from each of the city’s four wards and two are elected at-large from wards 1 and 2 and from wards 3 and 4. The mayor is elected from the city at large.
