A man and woman were reportedly shot in East Portland on Thursday by federal agents, according to the Portland Police Bureau.

Around 2:15 p.m., officers responded to the 10200 block of Southeast Main Street of a shooting and said that federal agents had been involved. PPB said they were not involved in the incident.

“This situation just got real. This isn’t a PlayStation moment where you can shoot folks and they come back alive again,” Portland City Councilor Loretta Smith said in a Thursday press conference.

The Department of Homeland Security wrote in a social media post that U.S. Border Patrol agents were conducting a targeted vehicle stop, which lead to the shooting.

Police responded just before 2:30 p.m. to the area of Northeast 146th Avenue and East Burnside for a man calling for help, claiming he was shot.

“We are still in the early stages of this incident,” Day said in a statement. “We understand the heightened emotion and tension many are feeling in the wake of the shooting in Minneapolis, but I am asking the community to remain calm as we work to learn more.”

DHS issued a statement on X stating the victims are reportedly involved with the Venezuelan gang Tren de Aragua. When agents identified themselves during the vehicle stop, the driver allegedly “weaponized his vehicle” and attempted to run over the federal agents, according to the DHS statement.

“Fearing for his life and safety, an agent fired defensive shots. The driver drove off with the passenger, fleeing the scene,” Tricia McLaughlin, DHS assistance secretary, wrote on X.

The shooting comes a day after a U.S. Immigration and Customs Enforcement officer shot and killed a woman in Minneapolis, leading to nationwide protests and vigils.

Portland police reported finding the injured man and woman with gunshot wounds and applied a tourniquet until medical services could respond. Both were transported to a hospital and their conditions remain unclear, officers said.

According to PPB, the two were injured in the shooting involving federal agents.

Oregon Senate Majority Leader Kayse Jama lives in the Hazelwood neighborhood, where the incident took place, with his wife and kids.

“This is Oregon. We do not need you. You’re not welcome,” Jama said, referring to federal agents in Portland. “You need to get the hell out of our community.”

Portland City Council was in session Thursday afternoon during the shooting and abruptly recessed due to the incident. Around 3:30 p.m. Councilor Sameer Kamal shared a post on social media saying that everyone at City Hall was okay and more would be shared.

Mayor Keith Wilson issued the following statement regarding the Hazelwood neighborhood shooting: “We cannot sit by while constitutional protections erode and bloodshed mounts. Portland is not a ‘training ground’ for militarized agents, and the ‘full force’ threatened by the administration has deadly consequences. As Mayor, I call on ICE to end all operations in Portland until a full investigation can be completed.”

Officials said the FBI will lead the investigation and ask for their compliance with local law enforcement.

East Burnside Street is closed westbound between Northeast 145th Avenue and 148th Avenue.

Portland is not a “training ground” for militarized agents, and the “full force” threatened by the administration has deadly consequences.
