CANNON BEACH — A new mayor and two new city councilors were sworn in Tuesday night.

Mayor Barb Knop, a retired teacher and former planning commissioner, replaces Sam Steidel, who reached his term limits after serving two, four-year terms.

City Councilor Lisa Kerr, an attorney and former planning commissioner, and City Councilor Gary Hayes, who owned a local publishing company for 20 years, replaces outgoing at-large Mike Benefield and Robin Risley.

Benefield also reached his term limits. Risley, who was elected in 2018, lost reelection in November.

Knop thanked the outgoing mayor and city councilors for their work in guiding the city through complicated issues, including the coronavirus pandemic and dune management.

“We respect and honor them for all of their work,” she said.

City Councilor Nancy McCarthy was nominated and unanimously appointed to council president, a role that serves as presiding officer in the absence of the mayor.
