Clatsop County has taken a stand against the state’s habitat conservation plan.

The plan would protect species under the federal Endangered Species Act by creating protected habitat areas across nearly 640,000 acres of state forests.

While largely symbolic, the county’s proclamation puts the county on record against the potential loss of timber revenue from restrictions on logging.

“Hopefully this assists the Board of Forestry in their upcoming decision making and gives us a chance as a community and as a county to say, ‘We can do better,’” said Commissioner Courtney Bangs, who has played a lead role in advocating against the draft plan.

“And this HCP is devastating. None of us here are against the premise of an HCP and the purpose. We are against how this one is written.”

The Astoria Armory will reopen later this month after making improvements.

The popular skate nights are among the activities that will return.

“It is a cool building with really good bones, but it is tired,” said Paul Davis, a Friends of the Astoria Armory board member. “And it takes a lot to update it.”

The Northwest Oregon Housing Authority is trying to fill vacant units.

The vacancies, while relatively small in number, are troubling because of the lengthy waiting list amid the region’s housing crisis.

“You brought me in to clean things up. You brought me in to find how things are working and where we can do things better,” Elissa Gertler, the executive director of the housing authority, told the agency’s board.

“This is the first thing that I’ve come across that needs immediate attention. This is a major cleanup issue. We can do all the great development, make all the developers fees — I can go out and have as many meetings in the community as possible. This is our No. 1 job is renting these apartments. And I am focusing all of my efforts on it.”
