The lineup is set for the November election.
Housing, homelessness, child care and economic development are likely to dominate local campaigns.
Ballots will include contested races for mayor in Warrenton and Cannon Beach and for City Council in Astoria, Gearhart, Seaside and Cannon Beach.
Ballot measures include improvements to the Astoria and Warrenton libraries and temporary bans on psilocybin in Seaside and the unincorporated parts of Clatsop County.

After the U.S. Supreme Court decided to overturn a constitutional right to abortion, reproductive rights have emerged as an issue for the fall election campaigns.
On the North Coast, where there are competitive open seats for the state House and Senate, the candidates are divided along party lines.
The Democrats — Melissa Busch, a home health nurse from Warren campaigning for state Senate; and Logan Laity, a small-business owner and community organizer from Tillamook running for state House — favor abortion rights.
State Rep. Suzanne Weber, a Tillamook Republican campaigning for state Senate, and Cyrus Javadi, a Tillamook dentist running for state House, describe themselves as “pro-life.”

Clatsop County will use a state grant to help treat inmates at the new county jail in Warrenton for addiction.
The money comes from Measure 110, which decriminalized street drugs and emphasizes treatment.
The ballot measure has received mixed reviews.
Sheriff Matt Phillips and others in law enforcement opposed the measure. Detractors have argued that arresting people for drug possession is often the only way to get them into treatment before their addiction goes too far.
“We can’t pat ourselves on the back when we put up all this treatment but ignore prevention,” the sheriff said.
