A new affordable housing project is planned near downtown Astoria.

The Northwest Oregon Housing Authority has unveiled a plan to double the size of the Owens-Adair, an affordable housing complex for seniors and the disabled.

The four-story, 50-unit apartment project called the Owens-Adair Annex would mirror the building on 15th and Exchange streets. The $22.6 million annex would likely serve low-income seniors and people with disabilities earning 30% to 50% of the area median income.

Tensions around homelessness continue to spill over.

The focal point is LiFEBoat Services, which provides outreach on Commercial Street.

Business owners and others have acknowledged recent improvement. But some do not believe the nonprofit should be located downtown.

“It’s just kind of unfortunate how it all played out,” said Osarch Orak, the director of Filling Empty Bellies, who runs LiFEBoat Services with his fiancée, Erin Carlsen, the director of Beacon Clubhouse. “We 100% would have rather had been in a different location.

“Yeah, we’re on Commercial Street, we’re extremely visible. But no matter where we go, there’s going to be a contingent of people, a group, that is going to be extremely loud against us. It does not matter where we go.

“Astoria is a very small city. There’s no place that isn’t someone’s backyard.”

Astoria had a unique visitor on Wednesday morning.

Katherine Tai, the U.S. trade representative, stopped by the Port of Astoria to talk fishing, sustainability and the effects of foreign subsidies on competition.

The ambassador toured commercial fisherman Paul Kujala’s boat, Cape Windy, before joining a roundtable at the Port of Astoria that included U.S. Sen. Ron Wyden, U.S. Sen. Jeff Merkley, Astoria Mayor Bruce Jones and representatives of the fishing and seafood processing industries.
