Richard Krueger, the same developer from Tualatin Development Co. behind Edgewater at Mill Pond, is putting together a three-story, 24-unit apartment complex along West Marine Drive and next to the U.S. Coast Guard Exchange.

The Yacht Club Apartments, still a work in progress started a month ago overlooking Youngs Bay at 1310 W. Marine Drive, will include units of 900 to 1,000 square feet. Each will include two bedrooms and bathrooms and balconies.

It will completed next spring, said Krueger. Its probably maybe 30 percent done.

Portland-based Silco Commercial Construction Inc. is the general contractor, and Hillsboro-based Partin & Hill Architects designed the building.

In addition to apartments, said Krueger, the lot will include temperature-controlled personal storage. And all the buildings will have elevators.

I feel like theres a sincere need for more elevators in Astoria, he said about the aging population.

Unlike Kruegers previous apartment project, the senior living center Edgewater at Mill Pond, the Yacht Club Apartments will be open to everyone and applications are already being accepted. Contact property management company Cascade Management Inc. at

The first 24 units are Phase 1 of a an apartment complex in the works since 2011 that will eventually total 60 units at the site, including some one-bedroom apartments. Phase 1s project valuation for the more than 23,000 square foot building exceeds $3 million.

Well start Phase 2 when the market can bear it, said Krueger, who uses the strategy of achieving a certain occupancy in a building before starting another.

Edgewater at Mill Pond, which opened Feb. 10, 2012 to residents 55 years and older, was financed by West Coast Bank. At the time, Krueger said that once it reached 75 percent capacity, he would move forward with what was then known as the Buoy 10 Apartments, now the Yacht Club Apartments.
