Steve and Mary Kellow of Astoria announce the engagement of their daughter, Steffini Nora Kellow of Astoria, to Justin Elliot Williams of Hillsboro. He is the son of Jody and Dennis Williams of Hillsboro.

The bride-to-be is a 2008 graduate of Knappa High School. She works at Capital One.

The prospective groom graduated from Century High School in 2007. He is leaving Capital One to train at the U.S. Marine Corps boot camp Oct. 28.

An October 2014 wedding is planned.
