An Astoria woman was killed in a road accident in the Portland area this weekend.

Jolene Alyce Oxley, 24, was crossing Oregon Highway 99E on foot, when she was struck and killed by a motorist.

It was a tragic accident, said her tearful mother Stephanie Homer from her Astoria home this morning. 

Homer said Oxley had just gotten off of a bus to stay with her friends for the night.

She was in an area she was not familiar with, with people whose judgement she trusted. And it was costly.

She leaves behind a 3-year-old daughter, Kierra, who is in Texas with her father.

Oxley was known as The Rite-Aid Girl, her mom said, having worked at the Rite-Aid in Seaside.

People would come in and she always had a smile for them. Shes one of those people who light up a room, Homer said.

A celebration of life is planned for September, with people expected to come from as far away as Texas, California and Hawaii.

Meanwhile, Oregon State Police troopers are continuing the investigation into Friday night’s accident on Oregon Highway 99E. It happened about a half mile north of Gladstone between Southeast Hull Avenue and Southeast Jennings Avenue. 

OSP Trooper Kimberly Long said at 11:03 p.m. three people were attempting to cross Highway 99E on foot from the west side to the east side about two-tenths of a mile north of Southeast Hull Avenue.

Oxley was the last person in the group of three. She was struck in the left northbound lane by a 2006 Subaru Baja driven by Robert Leo Carstensen, 61, from Milwaukie. 

Osley was pronounced dead at the scene by emergency responders.

The vehicle immediately stopped, troopers said, adding that both the driver and 65-year old female passenger have fully cooperated with the investigation. They were not injured.

The investigation is continuing and there is no evidence that alcohol or other impairment were contributing factors.  There is no marked crosswalk or overhead street lighting at the location where Highway 99E has two lanes in both directions with a paved center median.

OSP troopers from the Portland Area Command office are continuing the investigation.

Gladstone Fire Department, Clackamas County Sheriff’s Office and Clackamas County Medical Examiner’s Office assisted. The Oregon Department of Transportation handled traffic control through the area while the northbound lanes and center median were closed about three hours during the investigation.
