Moulton Ordered to Undergo Competency Evaluation

A judge on Tuesday ordered Steven R. Moulton to undergo a mental competency evaluation before entering pleas on charges stemming from his alleged attack of an 8-year-old boy in a Castle Rock ballpark bathroom on July 9, according to Cowlitz County Prosecuting Attorney Susan Baur.
Baur did not know when the 22-year-old Morton man would be transported to Western State Hospital in Tacoma for his evaluation. He is currently being held in custody at the Cowlitz County Jail. The judge doubled his bail Tuesday to $500,000.
Moulton is accused of first-degree kidnapping with sexual motivation, first-degree child molestation and second-degree assault of a child with sexual motivation. He allegedly attacked a Lacey boy in a public bathroom stall during a youth baseball tournament at Castle Rocks North County Recreation Complex.
Moulton is accused of a similar June 2010 incident at Gust Backstrom City Park in Morton, where authorities say he slid under the door of a public bathroom stall and attacked an 8-year-old boy. However, Morton police at the time didnt have evidence of sexual assault or felonious violence and prosecutors in November charged him with first-degree burglary, the strictest charge they said they could file.
Moulton remained out of custody and had not yet entered a plea in Lewis County Superior Court before the Castle Rock incident. His case was pending a competency evaluation from Western State Hospital that prosecutors were waiting on.
Earlier this week, the Washington State Patrol referred charges of third-degree assault of a child and second-degree sexual misconduct with a child against Moulton to the Thurston County Prosecuting Attorneys Office for an alleged June 27 incident with a 9-year-old boy at the Maytown Rest Area off the southbound lanes of Interstate 5. Following his arrest in Castle Rock, the boy identified Moulton as a suspect from a montage of pictures.
Moultons kidnapping and child molestation charges in Cowlitz County each bring a standard sentencing range of 51 to 68 months for an offender without a felony criminal record. However, the amendment with sexual motivation to the kidnapping charge could bring an additional two years if convicted depending on a judges ruling according to Baur.
The standard sentencing range for second-degree assault of a child is 31 to 41 months for an offender without a criminal record. Moulton is also charged with sexual motivation on that charge.
Prosecutors in Lewis County are also waiting on another evaluation of Moulton before he enters a plea for allegedly phoning in a bomb threat in November to the Morton Junior/Senior High School, where his father was under fire for allegedly touching four female students inappropriately in 2009.
Michael Moulton accepted a two-year suspension of his teaching license on June 29.
