The Port of Astoria promises the headliner races in the May 19 election.

Thursday was the last day for filing in Clatsop County spring elections, and when the dust settled at 5 p.m., all three Clatsop Community College board members filed unopposed, as did four members of Seaside School Board and four for the Jewell board.

But there will be one contested school board race in Astoria and Warrenton and two in Knappa.

For the Port of Astoria, incumbent commissioner Dan Hess faces two challengers for his seat. One is John Dunzer, who two years ago challenged Bernie Bjork. Dunzer came in third in the three-man race in 2007, which also featured Patrick McGee of Astoria. Hess’s other challenger this year is newcomer Karl Konka.

McGee did not file, but intends to run as a write-in candidate.

Port Commissioner Larry Pfund has filed for re-election and is opposed by John Hord. Hord is an Astoria police officer, who worked as Port security chief until he quit after airport manager Ron Larsen retired in 2008.

Floyd Holcom, who was appointed to fill the Position 2 seat vacated by Bjork in February 2008, is seeking his first election. He is challenged by John Veenendaal, who twice applied to fill a vacant Port seat, but was not chosen.

Here is a full listing of filings. People elected to these boards generally serve four-year terms, although this year, there are several elections for people to complete several two-year unexpired terms because incumbents have resigned.

SCHOOL DISTRICTSAll five seats on the Astoria School Board are up for election, but there is only one race.

Brad Pope, Position 1, Laura Snyder, Position 4, and Laurie Choate, Position 5, have filed for re-election to their seats. Karla Reinhart and incumbent Martin Dursse will face off for the Position 2 seat, to complete an unexpired term. Dursse was appointed after 14-year veteran David Kaspar stepped down. Shawn Helligso, in Position 3, has served since being appointed when Bob Johnson stepped down in 2008. He is unopposed.

After a tumultuous year, Jewell School District No. 8 has four of five positions to fill, two of which will complete unexpired terms. Tania Skinner has filed for election to the position 2 seat, to which she was appointed after Teri Greenwood moved away in 2007. Kristin Kuhnly has filed for election to the Position 3 seat, to which she was appointed after one director resigned and two others were recalled. Jennifer Blanchard has filed for election for the Position 5 seat, once held by Karl Meier, who was recalled. Matt Samuelson has filed for Position 4. Samuelson, was appointed after the recalls of Meier and Samuelson’s aunt, Ann Samuelson.

Three seats are up for election on the Knappa School Board. Katherine Shear, the incumbent, faces challenges from Cullen Bangs and Joni Marcks for the Position 3 seat. Bangs is the brother-in-law of Courtney Bangs, the high school’s FFA instructor who was involved in controversy this week when the board, which had voted not to renew Courtney Bangs’ contract, changed its decision Wednesday. Craig Weaver and Larry Miller have filed for the Position 4 seat held by Troy Lindgren, who has not filed for re-election. Rinda Johansen, in Position 5, has filed for re-election.

Seaside School District (Administrative School District No. 10) will have elections for four directors. David Robinson, zone 2, Position 2, Lynn Ulbricht, zone 3, Position 1, Larry Peterson, zone 6, Position 2, and Tom Maltman, zone 7, Position 1, have all filed for re-election.

Four positions are up for election on the Warrenton-Hammond School District board of directors. Walter Beck and Len Mossman have filed for the Position 7 seat. Steven Parsons has filed for re-election to Position 4. Jim Gannaway has filed for re-election to Position 3. Darlene Warren has filed for Position 6.

There are three seats available in Clatskanie School District No. 6J. For Position 5, incumbent Karen George faces is challenged by Michael Moravec. Incumbents Brent Thorud, Position 3, and Janet Wiley, Position 4, have filed for re-election.

OTHER COUNTYWIDE DISTRICTSThree seats on the Clatsop Community College board of directors will be filled by unopposed incumbents. Frank Satterwhite, in zone 2, Position 3, Stephen Berk, in zone 2, Position 2, and Rosemary Baker-Monaghan, in zone 3, Position 5 have filed for re-election.

There are four positions up for election in the Sunset Empire Transportation District. The transportation district provides bus service for Astoria, Warrenton, Hammond, Gearhart, Seaside and Cannon Beach. Suzie Conner, Bob Goldberg and Julie Gassner have filed for the Position 6 seat. Incumbent Charlotte Mendenhall has filed for Position 2. Ronald Bline in Position 3, and Bob Gannaway in Position 4, are seeking re-election.

HEALTH DISTRICTSThe mission of the Clatsop Care Center Health District is to create person-centered communities that provide benefits for and serve identified needs of members within the district. Directors hold monthly meetings. Donald Accuardi, Position 1, and Roy Little, Position 2, have filed for re-election. Michel Meiffren and Walter Wollenbecker will contest Position 3.

There are five director positions up for election in the Union Health District. Molly Lowenberg, Position 3, Chuck Edgar, Position 4, Frank Swedenborg, Position 5, Albert Carder, Position 6, and Douglas Wood, Position 7, have filed.

RURAL FIRE PROTECTION DISTRICTSThere are three director positions up for election in the Cannon Beach Rural Fire Protection District. Kim Bosse, Position 1, (to complete an unexpired term), Bill Morgan, Position 3, and Alfred Aya, Position 4 have filed.

The Clatskanie Rural Fire Protection District has three seats on its board up for re-election, and there are no challengers to the incumbents: Malcolm Groulx, Position 1, William Mellinger, Position 2, and David Scott, Position 3.

Lisa Clapp, for Position 2, Fred Wildgrube, for Position 3, and John Ilg, for Position 5, have filed for available seats on the Elsie-Vinemaple Rural Fire Protection District.

Gearhart Rural Fire Protection District has three directors’ seats coming up for election. Robert Kloss, Position 4, and Ken Weber, Position 5, have filed.

Colleen Dohrn has filed for a two-year unexpired term on the Hamlet Rural Fire Protection District board. Nancy Hauger, Position 4, and Jay Hauger, Position 5, have filed for four-year terms.

The John Day-Fernhill Rural Fire Protection District has openings for two directors.

The Knappa-Svensen-Burnside Rural Fire Protection District has three director positions coming up for election. Emily Smith, Position 3, Grant Forman, Position 4, and Don Bartlett, Position 5, have filed.

There are two director positions in the Lewis and Clark Rural Fire Protection District. Augustus Fennerty has filed for Position 1, and Michael Searls for Position 2.

The Mist-Birkenfeld Rural Fire Protection District has three positions. The incumbents, William De Jager, Position 3, Patricia Wright, Position 4, and Louise Green, Position 5, have filed for re-election.

Paul Russo and Walt Covert have filed for the Position 2 seat on the Nehalem Bay Fire and Rescue board. John S. Steele has filed for Position 1.

The Olney-Walluski Fire and Rescue District has three director positions. Tom Savage and Dale Owen haved filed for Position 5. Gregg Bonham has filed for Position 2, Tom Savage for Position 3, and Dale Owen for Position 5.

Three positions on the board of directors for the Seaside Rural Fire Protection District are available. William Dotson, Position 1, Gregory Filliger, Position 2, and Joe Sopko, Position 3, have filed.

Two positions on the board of directors for the Warrenton Rural Fire Protection District are available. Sherry Gantenbein has filed for Position 2.

Three positions on the board of directors for the Westport-Wauna Rural Fire Protection District are available. Stephanie Weldon, Position 1, Chris Martin, Position 3, and Daniel Hryciw, Position 5, have filed.

WATER DISTRICTSThe Arch Cape Domestic Water Supply District’s board of directors has four seats. Stephen Hill, Position 2, Bob Griguhn, Position 3, and Dale Mosby, Position 4. have filed for four-year terms. Steven Blakesley, Position 5, has filed to complete an unexpired term.

The Falcon Cove Beach Water District has openings for four directors, including one unexpired two-year term. Joanne Cornelius, Position 1, Richard Hess, Position 3, Irene Ertell, Position 4, and Pamela Jacobson, Position 5 have filed as candidates.

The John Day Water District has three commissioner positions. Thomas Brownson, Position 1, Jack Marincovich, Position 3, and Christi Payne, Position 5, have filed.

The Skipanon Water Control District has three commissioner positions available. Robert Stricklin, Position 1, Jim Scheller, Position 3, and Gail Galen, Position 4, filed.

In the Wauna Water District, Everett Gressett, Position 1 (a two-year unexpired term), Mark Clark, Position 2, and Bob Smith, Position 4, have filed.

The Wickiup Water District has four commissioner positions available, including a two-year unexpired term. Sheila Radich, Daryl Gardner and Gary Heilmann Sr. have filed for a four-year term in Position 4. Richard Boettcher and Mardelle Clayton have filed for a four-year term in Position 5. Debbie Pike and Gayle Leino have filed for Position 3. Brian McCollister and Signe Warner have filed for Position 1.

Barbara Cripe, Position 3, and Jon Altheide, Position 5, have filed as candidates for commission in the Willowdale Water District.

The Youngs River Lewis and Clark Water District has three commissioner positions available. Jim Coffee and Lynda Lee have filed as candidates for Position 3. Randy Blair and Caren Black have filed for Position 2. Fred Mestrich and Ray Lowe have filed for Position 5.

SANITARY SERVICE DISTRICTSThree board of directors positions are available for the Arch Cape Sanitary District. Stephen Hill, Position 1, Steven Blakesley, Position 2, and Bob Griguhn, Position 3, have filed.

The Miles Crossing Sanitary Sewer District has two director positions. Alan Palmrose has filed for Position 4 and Kevin Johnson has filed for Position 5.

John Glen, Position 1, and Fred Reck, Position 2, have filed for election to the board of Shoreline Sanitary District.

Sundown Sanitary district has two positions available. Cori Bitterman, Position 1, and Steven McNulty, Position 2 have filed.

OTHER DISTRICTSSunset Empire Park and Recreation District has three director positions available. Jay Barber Jr., Steve Farnham, Marti Wajc, Michael Hinton and Carol Knapp Brown have filed for Position 3. Linda Lowery, Lisa Wallace and Mary Palmrose have filed for Position 1. And George Stacey, Gary Terranova and Tom Horning have filed for Position 2.

Clatsop County Rural Law Enforcement District has two positions available. Ty Williams has filed for the zone 2 position.

There are three city measures on the ballot and two district measures.
