ISLAMABAD – A major U.S. effort to dry up support for the Taliban and al-Qaida near the Afghan border by pumping in millions of aid dollars has begun, but its success is threatened by attacks on aid workers, corruption and layers of bureaucracy, officials and aid workers say.
