Oregon contractors board revokes contractor license

After earlier ordering an emergency suspension of the license of Rob’s Custom Interiors, Inc.,(RCI), of Troutdale, on July 25 the Oregon Construction Contractors Board ordered the revocation of the CCB license for this contractor, license number 166823.

“Taking away a contractor’s license is a drastic measure,” says Craig P. Smith, administrator. “But it’s a measure which must be taken when a contractor has provided false information to the State.”

The CCB issued an emergency suspension of RCI’s contractor license on July 2, 2006 based on sufficient findings that corporate officers, Robert D. Moore, age 42, of Gresham and Bradley L. Thomas, age 51, address unknown, knowingly provided false information to the board and engaged in conduct that is dishonest or fraudulent and injurious to the welfare of the public.

Rob’s Custom Interiors had been working in Manzanita and Rockaway Beach prior to the July 2 suspension, Gina Fox, CCB education manager, told Coast River Business Journal. As a result of the emergency order, the business was directed to immediately cease construction contractor activities.

The July 2 Notice of Emergency Suspension included a Notice of Intent to Revoke, which gave RCI 21 days to request a hearing. The CCB did not receive a hearing request from the contractor.

Corporate officers Robert D. Moore, of Portland, and Bradley L. Thomas, of West Linn, each had previous CCB licenses with outstanding construction debt, said Fox. Moore’s debt is more than $5,000, while Thomas owes more than $13,000 in civil penalties, she noted.

The CCB is a state agency licensing more than 43,000 contractors. Anyone who is paid to repair, improve or build a home must be licensed by the CCB.
