Four file new complaints against lawyer Moe

An Astoria lawyer suspended from practice last year by the Oregon State Bar is the target of new complaints by three clients.
Warren Moe is accused of neglecting cases, overcharging clients and improperly withdrawing from cases in complaints lodged over cases involving former clients John Trowbridge Jr., Peggy and Randy Hartvigsen and David Maki. He is also accused of failing to respond to inquiries from the state bar.
The notice of the complaint, published last week in The Daily Astorian, gives Moe 30 days to respond.
Last year, Moe received a four-month suspension from the state bar for failing to adequately represent a client in a divorce proceeding. He was suspended again this year for defaulting on student loans, according to the state bar.
In 1999 Moe received a public reprimand from the state bar over an episode in which he failed to show up for a client’s local trial.
Four years earlier, Moe was found in contempt of court by Clatsop County Circuit Court Judge Paula Brownhill when he did not appear at a jury trial. He pleaded no contest to the charge and accepted a diversion agreement, in which the charge was dropped after six months.
Last year’s suspension stemmed from a 1998 case in which Moe was retained by a client to complete a divorce proceeding. According to the bar, Moe received $750 from the client and performed some work on the case, but failed to adequately prepare or review the status of a child in the case, and did not respond to the client’s inquiries for several months. He withdrew from the case in August 1999, but did not refund the client’s money until 10 months later.
The bar’s disciplinary panel cited Moe for collecting a clearly excessive fee, failing to provide competent representation, neglect of a legal matter entrusted to a lawyer, failing to deposit client funds into a trust account, failing to maintain records and render appropriate accountings, and failing to promptly return funds to a client.
